Finally...

The insurance for the car park prang has finally been resolved. In the end the insurance phoned up and explained that the other person was completely refusing to back down. The next option would be to take it to court, which would be costly and require that I made a court appearance.
Seeing as whether it was my fault, or a 50/50 split would not make a difference to how it affected my premium, and considering how awkward and expensive the court route would be, I begrudgingly accepted blame.
So the insurance wrote a letter to the other firm which basically said:
'We do not accept liability, we believe it was the equal fault of both party's, but as court would be expensive in both time and money, and the value of the claim is so small we will pay'.
They also have it on file that the other driver would not back down, and that they do not feel the accident was entirely my fault. So no harm done to me by accepting liability to end it.
So yeah regardless its resolved, and I'm impressed with my insurance company as they have been fighting this for about 9 months. What doesn't make sense is why the other driver was so difficult, my repair bill was tiny, his was relatively small, and his no claims bonus is protected so it wouldn't even effect his premium either way.

Anyway, go your insurance company. To be fair, if I was the other guy, I might not be backing down either, although I can't say that for certain as I wasn't actually there to see the prang.
