Iirc, a "Fast" zombie is meant to be what you describe - a slow move, with normal combat speed. This is something that is not always communicated well, culminating in the High Level 36 Hour where Tony and I realised we had running zombies, which Tony was slightly miffed about. So you may actually be seeing the "benefits" of a better briefed monster crew...
On the same subject, I tend to treat undead fighting abilities on their statted skill level - all skeletons have Specialisation, so any skele I take out will fight ably. As undead climb the skill levels, they become more competent and I do advocate that being reflected in fighting ability. Just an alternate opinion, really.
