Is good. I enjoyed it, didn't find anything that particularly annoyed me. Limited CG use (to be honest if there was any I didn't really see it) was a nice change, as was the lack of the usual superhero formula. In fact it finishes with two more 'classic' batman villians than the film started with. Even Katie Holmes wasn't annoying, though she didn't get much in the way of screen time thankfully. Humour was used, and wasn't bad and thankfully didn't break up the dark edgie feel they were aiming for.
My complaints and they are niggling: fight scenes were too close up, and cut too fast. It worked for the hit and run suprise tactics you'd expect for a batman film, but the boss fight scene(s) suffered and couldn't be easily followed. Secondly, and this may grate on others more, they overused the comic line reversal trick, I think two times to many for my liking. I mean the one where a character says something to someone and has it quoted back to him by that someone when the situations reversed.
I think certian people on my friends list would appreciate it for the final ninja test they included, you'll know what I mean when you see it, and I thought it was done well.
Edit
As I have been kindly reminded there is some very obvious CG use (Yes I had forgotten all of 2 hours after the film), the glowing eyes, distortion and fire breathing from the drug. However the lack of CG fights, 'stunts' and armies of badguys is still a valid point.
